"Can you smell this smell?" "yes, I didn't expect it to be so serious." Chongzuo City, Guangxi renovated five black and smelly ponds, but filled in four of them. On April 16, the second round of the third batch of central eco-environmental protection inspectors publicly informed of this typical case.
Get 10 million yuan of central governance funds, but fill up the black and smelly water body
According to the national requirements, Chongzuo City, Guangxi checked out 11 polluted ponds in the urban area in 2015, reported 5 of them as black and smelly water bodies as the national task of black and smelly water body remediation, and obtained 10 million yuan of central treatment fund in 2019. The state clearly requires that black and smelly water bodies should be treated by comprehensive measures such as "external control, internal reduction, ecological restoration and ecological revetment". However, four of the five ponds in Chongzuo City were filled in and reported as "completed treatment".
Due to the failure to solve the drainage problem, a new sewage receiving water body has been formed in front of and behind the residents' houses. After monitoring, it belongs to severe black odor. Villagers near the black and smelly water body said that the sewage was very smelly and flooded the vegetable fields.
The fundamental reason for the black smell of some ponds in Chongzuo city is that the local government does not pay attention to the construction of sewage pipe network, a large amount of sewage is not included in the urban sewage system, and multiple sewage ponds are formed through overflow and seepage. "Filling it in" is actually just a "superficial article" to grasp small and enlarged.

Not far from these ponds is the drainage pump station of the department store. Inspectors found that tens of thousands of tons of sewage are discharged directly into the Zuojiang river every day. The monitoring results show that it has reached the level of severe black odor. Dormitory residents of nearby department stores told reporters: "it's too smelly. I'm trying to move out now. Many families have moved away."
The next day, the inspectors invited the person in charge of the local government to come to the sewage outlet.

The reporter questioned why it had been found for several months, but it had not been reported to the mayor. A staff member of Chongzuo housing and Urban Rural Development Bureau said: "originally, our director wanted to report to the mayor after rectification. We thought we could finish it by the end of the year, but we still couldn't make it."
Inaction of housing and Construction Department Rainwater inlet into sewage outlet
Another rainwater outlet called Lijiang road has also become a veritable sewage outlet. The inspectors estimated the flow of sewage, reaching more than 7000 cubic meters a day.
The survey found that the direct outlet of Lijiang square is because the real estate developers secretly received the community sewage into the rainwater pipe network, resulting in the rainwater inlet becoming a sewage outlet. Inspectors said that due to the inaction of the housing and construction department, most of the rainwater inlets in the urban area have become sewage inlets.

However, Chongzuo does not have a sewage treatment plant. The only Jiangnan sewage treatment plant in the urban area of Chongzuo is very close to these sewage outlets. The sewage treatment plant with a daily treatment capacity of 30000 tons invested and built by sound group 10 years ago only processes 11200 tons a day, with a treatment load of less than 40%.
At the same time, the inspectors also found that the sewage treatment plant had been shut down without authorization for many times, but it was strange that the monthly sewage treatment fee was fully charged. In 2020 alone, the sewage treatment fee will exceed 10 million yuan.
Inspectors said that in the case of large sewage volume and low concentration in rainy days, the sewage plant did not collect all the sewage according to the agreement, but still only injected more than 10000 tons of water and allowed the sewage to be discharged directly. According to the data reviewed by the inspection team, the actual centralized sewage collection rate in Chongzuo City in 2020 was only 6.7%, which was rare in China. 40000 tons of sewage were discharged directly into the Zuojiang river every day.
